For those who know Spokane, this picture is taken in Riverfront Park right beside the big red wagon (playground.) The water is just beginning to encroach on the grass.
For those who don't know Spokane, this part of the river that flows through this parts of the park is the most heavily controlled (by dams) so the fact it is beginning to flood says a lot. There is normally a couple foot drop to the water beside that ledge.
On the bright side the hydro dam in the part is running at capacity...
